CAPITAL OF EMPIRE.
Transference From London In Wartime Possible. WINNIPEG SUGGESTED. (Received 12.30 p.m.) WINNIPEG, February 7. Mr. Stanley Shale, London representative of the Royal Academy of Music here, declared that Winnipeg may become the Empire capital. It is very probable that the capital may be transferred from London in the event of a European war, and Winnipeg is the safest city on the continent. It would be an ideal substitute and much safer than Ottawa, which could be reached by bombing 'planes from ships on the Atlantic.
