NEAR THE END IN SPAIN.
General Franco's offensive in Catalonia has been so successful that the surviving Government forces arc taking refnge in France, whither, it is reported, the Ministers also have fled. If the latter report be trne the collapse of the remaining resistance in Central Spain cannot be long delayed. In these circumstances the prospects of a " peace by mediation " are poor, especially in view of General Franco's repeatedly expressed determination not to be content until he can (ftetate his own terms. Bnt, as in the conflict so in the conclusion of peace, the influence of the Powers will be felt and may be decisive. Spain has become, more and move, u pawn in the European game of " Power politics." Italy and Germany have contributed to the victory; they will endeavour to take their payment in strategical and commercial advantages. I ranee and Britain have every reason to fear Italo-German ambitions in this quarter, and so thrv »l*r? may be expeeted to make their influence felt in any negotiations.
