The authorities admit that at present they could not cope with an emergency similar to that in September. - J .
Accidents increased by 14 per cent in the first nine months of 1938. Many lailwaymen are striking. The average working day being often 1G hours. It is estimated that £200,000,000 is needed to return the railways to a good footing. ,
