UNSATISFACTORY.
China Disapproves of League Resolution. MORAL SUPPORT REAFFIRMED. (Received 9.30 a.m.) GENEVA, January 20. The Council of the .League of Nations, in a secret session, drafted resolutions dealing with Spain and China. Neither resolution is likely to satisfy those most concerned. One expresses sympathy with China and reaffirms that Japan is the aggressor. The other takes note of the additional information regarding the bombing of civilians in Spain and condemns such methods of warfare. Closing the session, the Council adopted the resolutions with respeet to Spain and China. The first declared that the Commission's investigations of bombings in Loyalint Spain showed that in certain cases air attacks had been directed either intentionally or negligently against civilian populations. It condemned methods contrary to the conscience of mankind and international law. The second detailed resolutions already adopted regarding the co-ordination of assistance for China, and reaffirmed moral support and avoidance of any action which would weaken China's powers of resistance. The New Zealand delegate, Mr. W. J. Jordan, High Commissioner in London, in a brief declaration deplored the cruelty of aerial bombardments. Dr. Wellington Koo, Chinese delegate, made the statement that the resolution was unsatisfactory to the Chinese Government.
