ENLARGING PANAMA.

MILITARY REQUIREMENTS. According to Colonel C. S. Ridley, Governor of tlie Panama Canal Zone, .VJB7 commercial vessels carrying 28,058,109 tons passed through tlie locks in the fiscal year 1938.
