French and British Refusal of Belligerent Rights. FRANCO "GOVERNMENT" VIEW. LONDON, November 27. i The news that Hritish and French! Ministers have agreed that belligerent S rights cannot be conceded to General I Franco until the Non-intervention Com- ! mittee's agreement for the evacuationl of foreign troops has been carried out j has evoked bitter criticism by the Spanish rebels, says the Hendaye correspondent of "The Times." Franco's "Cabinet," after a lengthy discussion on the matter, issued a statement that further delay in granting belligerent rights will be a serious obstacle to good relations between Spain and those countries responsible for "haggling" over what the rebels consider to be their right. The Hritish steamer Lake HalHvil was hit bv an incendiary bomb, but was only slightly damaged during a raid on the city last night.
