BIG INCREASE.

NUMBER ON THE ROLL. ELECTION IN SAMOA. (From Our Own Correspondent.) APIA, November 18. The three-year terms of the two Europeans elected members of the Legislative Council have expired, and an election will be held, on November 2(5. The electoral roll shows a large increase, owing to the extension of franchise granted by the New Zealand Government, under which every European male or female over 21 years of age is entitled to vote if he or she is either the legitimate child of a European parent or registered as a European. The total number on the new electoral roll is 705, compared with 111 on the last roll 1 ,- which was based on property or income of £200 a year.

Out of the total number on the roll, 235 are women, and 194 are white, against 511 local born of mixed descent. By occupation, 213 electors belong to the commercial classes, 146 are artisans, 113 officials. 109 planters, 60 women domestics, and 64 others have no occupation. So far five candidates have definitely announced their intention of standing ■for election. They are: Mr. A. G. Smyth, a former member, who is nominated by the United Progressive party; Dr. C. M. Dawson, Mr. P. W. Glover, and Mr. E. T. Pleasants, who will stand as Independents; and Mr. Amato Stowers, who is the official candidate of the Local Born Labour party, which also supports Dr. C. M. Dawson.

The sitting member, Mr. I. H. Carruthers, has not definitely announced his intention of contesting the election, ■though it is considered probable that he -will'atand
