Large numbers of foreigners continue to leave Germany, some of whom have been residents for years. One Embassyhas a list of all nationals who will leave by a diplomatic train in the event of a crisis.
Notwithstanding the unremitting campaign of hate against the Czechs in the German Press, there is no sign of any wave of hysteria among Germans generally. There is not even a guard at the Czech Legation, or the travel bureau.
WAR RISK INSURANCE.
LLOYD'S RATES INCREASE.
(Received 1.30 p.im.) LONDON, September 19. The schedule of minimum war insurance rates issued by Lloyd's shows general increases from the United Kingdom to Australia and Xew Zealand r?a Suez of 30/ per cent outward and 60/ per cent homeward; via the Cape, 20/ outward and 40/ homeward; via Panama, 15/ outward and 40/ homeward.
AMERICAN DEFENCES.
PACIFIC COAST PLANS
LOS ANGELES. September 19.
The chairman of the Xaval Affairs Committee of the Senate, Mr. David Walsh, who is attending the convention of the American Legion, announced yesterday that Congress is being asked to appropriate 1.490.500 dollars for strengthening the Pacific eoas* naval defences. The largest items would be: A naval and air station at Kodiak. Alaska, graving docks at Puget Sound and Mare Island and near San Francisco.
FASCISM ATTACKED.
GOVERNOR OP NEW YORK.
NEW YORK, September 19. In the course of a further attack on Fascism yesterday, the Governor of Xew Wk. Mr. H. H. Lehman, addressing a. large crowd in Prospect Park, said letharfry and complacence constituted the "Tea test threat to democracy. Militant democracy was the only certain defence dk-tutor«hip*. "If we falter for an instant in our devotion to the principles mi which the United States was built." siid Mr. Lehman, "democracy is doomed. We must stand, affirmatively and militantly [for the principles of democracy."
