ALLEGATION OF BIAS. I i AN INQUIRY WELCOMED. \ MUCH FEEUHG CAUSED. (By Air Mail.) LONDON, September 3. Tn the interests of all barristers, the General Council of the Bar are expected to discuss the summary removal of Sir Norman Raeburn, K.C., from his position as arbitrator in a recent collision- . at-sea dispute. Portuguese and Norwegian ships we*e concerned in the case, in which Sir Norman was alleged to have shown bias. Application for Sir Norman's removal was made to the High Court and it was . declared that he had stated: "The are all liars in these cases. . . . The same things applies to the Portuguese." On this evidence Justices Charles and jdu Parcq removed Sir Norman from office. " Sir Norman, now holidaying at North Berwick, said that he would welcome an inquiry. [j "I had absolutely no opportunity to reply to these allegations and did not even know they were to be made," Sir Normau added.* "Not so much for my own sake, but *. for the protection of all arbitrators in the future, the present position would be altered. "As a matter of common justice arbitrators ought to be given notice and allowed to be represented when allegations of this kind are to be made. "It was unfortunate that this case 11 J should have taken place on the last v'day of term, but in spite of this it has d been widely discussed by legal men and "8 I gather that there is "a good deal of d feeling about it. n "I am not a member of the Bar Counr- cil, but if I am invited to attend I ahmll have no hesitation in stating my case.
