Delay of Trade Pact Between Britain and U.S.A. ROOSEVELT SUPPORT WANING? (Received 9.30 a.m.) WASHINGTON, September 18. Owing to tlie European crisis, the publication of details of tlie trade pact between Britain and America promised for tlie middle of September is to be delayed. President Roosevelt and Mr. t.'ordell Hull, Secretary of State, are very anxious to refrain from doing or saying anything wliV ll might inject a new element into the complicated situation. Mr. Roosevelt's anxiety to remain in very close touch with his advisers is indicated by the cancellation of his visit to Poughkeepsie to speak on the occasion of the 150 th anniversary of the ratification of the Constitution. Xext week's engagements have been placed by the President on the tentative list. Owing to the divergent views on foreign policy, the question of Mr. Roosevelt's popularity is becoming increasingly important in a month marked by three blunt defeats for his "'purge," in Carolina, Maryland and Georgia. His popularity with voters has dropped slightly, according to a survey by the American Institute of Public Opinion, but the index shows that his popularity is 5.">.2 per cent of the major party vote. This is below the G2.5 per cent which Mr. Roosevelt polled in 1030, but is a substantial'majority.
