FOUR POWERS.

SETTLE PROBLEM.

Proposal Said to Have Been

Discussed.

RUSSIA EXCLUDED.

United Press Association.—Copyright.

(Received 1.30 p.m.)

LONDON. September 18.

The British United Press correspondent at Rome says the possibilities of a four-Power (French, British, Italian and German) settlement is reported to have been discussed at length by Count Ciano and Sir Noel Charles, British Charge d'Affaires.

The Earl of Perth, Ambassador to j Italy, is curtailing his holiday and returning to Rome on Monday. This is interpreted as supporting the view that Britain is attempting to interest Italy in a general solution by a number of Powers. According to an earlier message, it was believed in London, says the Daily Mail," that Mr. Chamberlain to-day will discuss with Ministers plans for a four-Power conference in which Britain, France, Italy and Germany will discuss the Czech issue and European appeasement. Other papers allude to the possibility or such a conference and say it is likely that it would be held near Cologne r»r ccneral convenience.

The French Prime Minister, M Daladier, and probably the Foreign Minister, M. Bonnet, are coming to London at the week-end to meet Mr. Chamberlain and discuss the development*. says the p ar j g correspondent of the Daily Mail."

There is no indication whatever that Herr Hitler and Signor Mussolini will come to London.

Another message from Paris savs it is learned that M. Daladier may ~o to London on Monday, but no decision will be made until after the British Cabinet meeting. The French Cabinet mav meet to-morrow. The likelihood of a fourPower conference is discounted in Paris on the ground that it would be impossible to exclude Russia.

Latest advice stated that it was believed in Paris that MM. Daladier and Bonnet would go to London on Saturday, but they have not been officially invited.
