CABINET CHANGES.
Believed Significance of Japanese Move. WAR MINISTER MAY RESIGN. LONDON, May 27. The Australian Associated Press says it learns that the Japanese Cabinet changes are considered to be the sequel to the inability to terminate the conflict with China. It has long been feared that as the situation became more difficult for Japan she would make it more difficult for others. The vital question is whether the Japanese, believing that in the long run they will not subdue China, will in desperation, embark upon a flat-out campaign threatening international interests in the Far East and the Pacific. The British and other Governments are closely watching for a favourable moment for mediation.
There are persistent reports that General Sugiyama has resigned the War Ministry, thus reducing the militarists' strength in the Cabinet to four. The reconstruction is regarded as a triumph for Prince Konoye, Prime Minister. It implies that the Russian bogey has been relegated to the background to make possible more intense exploitation of China based on the unassailable I hegemgny of the Far East. I The new Foreign Minister, General j Ugaki, said: "I am going to do some- j thing to readjust our relations with foreign Powers, so wait and see." i Mr. Ikeda's appointment as Minister of Finance foreshadows everything being sacrificed for the sake of winning the China war.
