The British United Press correspondent in Vatican City says the Holy See has recognised General Franco's "Government" and has appointed Monsignor Cicognani, Apostolic Nuncio to Bursas, where it has hitherto been represented by a Charge d'Affaires. A Burgos message says the ex-Minis-ter, Mesia, has been appointed Ambassador to the Vatican. LOYALIST LEADERS. COMMANDERS CHANGED. (Received 11 a.m.) MADRID, May 16. The Loyalist Commander-in-Chief, General Miaja, has appointed Colonel Sigismundo Casado to command the Madrid front and Colonel Jose Salis succeeds Colonel Casado in command of .Southern Spain. HAS DONE HER BITITALY'S REMINDER TO HITLER. ROME, May 13. Italian newspapers remind Herr Hitler that Italy has done her share for the Fascist cause in Spain. To-day they publish lists showing that 67 Italian officers were killed and 107 were wounded in Spain between March 0 and April 30. In the same period .">44 Italian legionnaires were killed and 2219 were wounded. After the final discussion between Sigtjor Mussolini and Herr Hitler a Government official said: "Relations have been established on a basis making for complete confidence and efficient cooperation in all fields. - ' SUBMARINE MAIL. SPANISH GOVERNMENT PLAN. MADRID. May 16. The world's first submarine post is being established with the object of increasing communications between Catalonia and the remainder of Republican Spain. A decree authorises a special issue of stamps. The letter rate is doubled.
