RUSSIA AND JAPAN. Moscow Demands Final Answer On Differences. TOKYO PAYMENTS STOP. United Press Association.—Copyright. (Received 12 noon.) ; MOSCOW, April 28. Acting upon instructions from Moscow, M. Mihail Slavutsky, Soviet Ambassador to Tokyo, ha.s demanded a "final answer" from the Japanese Foreign Minister, Mr. K. Hirota, whether Japan is'ready to discuss the settlement of the outstanding Russo-Japanese differences. The chief issue is the suspension of payment for the Chinese Eastern Kailway. The Tass Agency says that instead of accepting the Soviet's request to come halfway to settle the 10 points of friction, Japan has made new demands, complicating the position. The demands include immediate signature of the long-dehated fisheries conventioi.
