MINISTERS TO SPEAK.
ENGLISH BY-ELECTION.
(Received 2 p.m.) LONDON, April 27. Cabinet has abolished the rule imposed in 1032 under which Ministers were not allowed to intervene in by-elections. As an immediate secpuel four Ministers will speak next week on the by-election at Lichfield. There is a feeling that the Government poliqy needs more authoritative exposition throughout the country.
