UNITED STATES' ATTITUDE. WASHINGTON, March IS. The State Department reserved comment on M. Litvinoff s invitation. It seems there is little chance of the United States' participation in such a conference, since it appears that it would be primarily concerned with Czechoslovakia n independence, which would be regarded as essentially a European problem not involving the United States.
