(Received 2 p.m.) KOVXO, January 30. .The strange situation of a capital of a country being outside its frontiers will exist when the Lithuanian Parliament meets to-morrow to adopt a new consti--1 tution, which includes a provision that ' Yilna, which the Poles seized in 1920, shall be declared the Lithuanian capital. ' The situation recalls the fact that Lithuania and Poland never agreed regarding their mutual frontier, and ( both still claim Yilna. The problem has defied numerous attempts at settlement.
