COMMUNIST PLOT.
300 ARRESTS IN BULGARIA. (Received 9.30 a.m.) VIENNA, January 28. Three hundred people, alleged to have been involved in a Communist conspiracy, have been arrested throughout Bulgaria. It is believed that the real reason for the arrests before the election is as a precaution. The introduction of more moderate electoral laws has resulted in an embarrassing flood of f>ooo candidates for 100 scats, as many a,s 40 contesting one seat.
