(Received 10.30 a.m.) NEW YORK, November 12. The Rio de Janeiro correspondent of Associated Newspapers reports that Brazil is tranquil and the people are quietly accepting the dictatorship decree. Representatives of the Government have assured foreign diplomatists that the regime will not be Fascist.

Also, it is learned, the Government has. rejected overtures from Italy and Germany seeking Brazil's adherence to the Anti-Communist Pact.

President Getulio Vargas is reported to have decided to remain in office for six years.

The "New York Times" Washington correspondent says it is believed that the United States Government's project to lease six over-age destroyers to Brazil has been cancelled in consequence of the coup. Otherwise, the United States is adopting a strict "hands off" policy.
