An announcement, Issued by General Franco, states that the agent of Nationalist Spain in London will have direct access to the Foreign Office, and the British agent at Salamanca will enjoy similar facilities. Sub-agents will act as consuls for the protection of commercial interests.
The Nationalists consider the arrangement as temporary, but as leading to normal relations between them and Britain.
General Franco's diplomatic advisers are delighted at the exchange of Notes, and declare the position is much more than recognition of belligerency. It implies recognition of sovereignty, they say. ,

ANTI-PIRACY AGREEMENT.

RUGBY, November 12.
The arrangement concluded at Paris at a conference of naval experts in September whereby the Italian Navy is associated with the British and French navies in anti-piracy patrol in the Mediterranean, was put into force yesterday.
A meeting of the Non-Intervention Sub-Committee will be called for Tuesday to receive reports of technical experts who have been working on the various questions in connection with the proposals adopted by the NonIntervention Committee at its last meeting.
BASQUE CHILDREN.
TEAKS ON LEAVING ENGLAND
(Received 11 a.m.) LONDON, November 12. The first party of Basque children left England to return to their own country. Many were crying bitterly. Mrs. Leah Manning, a member of the National Joint Committee, stated that some boys threatened to throw themselves into the sea rather than return. The children are afraid of the Francb forces and are uncertain whether their parents are still alive.
