GOVERNMENT BY MINORITY.
Our system of Parliamentary government works best when there arc two political parties. There is then an alternative Government clearly available to the electors if they wish for a change. When there are three or I more parties strange and unsatisfactory situations can be produced. The State of Victoria provides an apt illustration. There the support of the people is given in fairly equal shares to the United Australia, Labour and Country Parties. The Country Party, holding only 20 seats out of 65 in the Legislative Assembly, has carried on the Government with the support of the Labour Party. Curious us it seems, the Country Party had previously participated in a Ministry with the United Australia Party, Labour's principal opponents. However, the odd alliance apparently received the endorsement of the electors on Saturday. Tint Labour seems likely to be the stronger, instead of the weaker of the two, and it is unlikely that its members will be content to ko on without at least sharing the jtrmu »r office.
