( —— —— l (Received 2 p.m.) GENEVA, August 23. f An official summary of the Man- * dates Commission report on Palestine r declares that a mandate is unwork- « able- owing to growing anti-Semitism * and certain fluctuations in British policy encouraging Arabs to believe j that violence will stop Jewish inuni- f gration. ] The report recommends a transitional period of political apprenticeship for 8 Arabs and Jews, either by provisional ° cantonisatioii, whereby two States would r enjoy internal autonomy, control immigration, subject to the mandatory's control of defence and foreign affairs, or ( by separate mandate for each State q until there has been proved ability of I self-government. The commission approves a separate a regime for holy places, and draws atteu- ■ tiou to the sufferings of Jews to which l< the world is increasingly closed. c It pays tribute to Britain's disinterested efforts on behalf of both Jews - and Arabs. q ====== C
