SINGLE COMMAND.
Italy Reorganises Forces in Libya. SICILY MANOEUVRES. (Received 12 noon.) ROME, July 5. A Eoyal decree establishes a single high command for all armed forces in Northern Africa, land, air and naval, to be held by General Balbo, Governor of Libya, with a General Staff consisting of officers of the different forces.
Signor Mussolini will attend grand manoeuvres in Sicily in August in which two army corps will co-operate with the Air Force and the Navy. The manoeuvres are to be based on Italy's idea of "war of quick results." The Army will throw in armoured brigades to resist an invasion from the sea.
