END OP LONG CONTROVERSY. CBy Telegraph.—Press Association.) WELLINGTON, Friday. Finality has at last been reached over the Carter bequest, a meeting of the council of the Royal Society of New Zealand adopting a report whereby an observatory will be established at Kelburn, which will be fitted with instruments and which will be in charge of a specially appointed astronomer. Conclusion is thus brought to a controversy as to what should be done with over £2000 bequeathed 40 years ago by the late Mr. C. R. Carter for the founding of an observatory in or near Wellington, a sum which has since grown, through investment, to over £12,000.
