LONDON", April 9. The Military Governor of Majorca, after a visit from the commander of the Shropshire, admitted there was a great possibility that insurgent planes had bombed the British destroyer Gallant. He expressed his Bincerest regret and gave his deepest apologies. Although so far unconfirmed in London, it is reported from St. Jean de Luz that the British Admiralty has instructed warships to ensure that British merchantmen have free navigation in Spanish waters, involving escorts to all Spanish ports. The French and German Governments lave issued regulations controlling ships going to Spain, including carrying an observer and using special ports in order to comply with non-intervention arrangements, the date of the introduction of which will be specified later. The Government has asked Parliament to \ ote credit enabling the mine layer Olav Tryggvason to be sent to Spanish waters owing to frequent seizures of Korwegian merchantmen. DEAN SPEAKS OUT. "General Franco is conducting the war atrociously," declared the Dean of Canterbury, Dr. Hewlett Johnson, who recently visited Spain. He added that he was convinced General Franco could not win.
