Nye k«« announced hi* intention of introducing legislation requiring the Covcrnment to manufacture all its own warship*, fpinn, explosives, pan and armour-plate, but to leave aircraft construction in private hands as a means of solving the etalemate caused l>y the shortage of eteel and labour trouble*. Nye said all the factories needed could be built or purchased for 23.000,000 dollars, which whs loss than the cost of a single battleship. The Department of Labour hu« naked the United States Steel Corporation to net aside two plant* to furnish the Navy with steel on the basis of a 40hour week.
