Tumultuous Reception Given Nazi Minister. VISIT FOR CULTURAL TALKS. (BeceiTed 10.30 a.m.) VIENNA, February 22. Baron von Neurath, German Foreign Minister, on arriving for a two-day visit to discuss Austro-German . cultural relations, received a tumultuous welcome. Tens of thousands shouted, "Heil Hitler,* and gave the Nazi salute. The demonstrations resulted in many •rrests of well-known Nazis as a prelutionary measure.
