OPERATE IN FOREIGN PORTS. i Received 11 a.m.) TOKYO, February 21. The Government is introducing legislation to subsidise new ships for operation among foreign ports, to encourage building of the most modern and economical vessels and to provide < Government backing for financial facilities to smaller shipowners, both for construction and operation.
