LORD CECIL'S SEAT.
RESIGNATION ANNOUNCED. (Received 10 a.m.) LONDON, January 29. Lord Hugh Cecil, of tlie famous Salisbury marquessate family, will resign his seat in the House of Commons to-day. Ho has represented Oxford University since 1910.
