PACIFIC ISLANDS.
JAPAN AND NON-FORTIFYING. (Received 1.30 p.m.) TOKYO, January 4. The Domei news agency announces from authoritative quarters that if nonfortification of Pacific areas is discussed at all, the Government will insist that it must be approached from ail entirely new basis. The announcement recalls' that the British Government in December requested Japan to expedite her reply regarding the suggested discussions for continuation of the non-fortification clause after the lapse of the Washington Naval Treaty.
