Tbe British Government dispatched a destroyer last night to protest to tlie insurgent authorities regarding the holding up of the British steamer Ktrib, whose captain refused to show his papers, but was allowed to proceed. This protest is additional to that which Sir H. Chilton was ordered to make at Burgos regarding the steamer Blackhill, at which 10 shots were fired by rebel trawlers. The British destroyer has proceeded to Cadiz to protest against these incidents niul to demand that there be no recurrence. Uritish circles regard the activities of < icrmiin warships with considerable anxiety, and the situation is being carefully watched, but it is felt the Government cannot comment on another Government's actions. A German official news agency communique says that the captain of the (ierman vessel Pluto yesterday reported that while 21 miles north of Bilbao on December 20 he was halted by shots from two large, Red fishing steamers and forced to change his course to Bilbao for two hours. It follows from this that the Spanish Reds, some time ago, ordered naval forces to proceed against German merchantmen even if far outside Spanish territorial waters.

It is reported from Moscow that the insurgents released the steamers Krasny Profintern and Kuban, which were detained in the Straits of Gibraltar on January 1.
