A message from Santander states that the - Governor, Senor Ruiz Olazaran, reports that the German warship Koenigsberg fired several shots harmlessly at the Spanish steamer Soton in territorial waters. He added that the warship .then seized the steamer and compelled the master to sign a document agreeing to navigate whatever course the Koenigsberg dictated. The Soton grounded and her* crew landed under the Koenigsberg's guns. The situation has been reported to the Spanish Government at Valencia. The Governor wirelessed the captain of the Koenigsberg protesting against the alleged act of aggression and demanding immediate release of the Soton's crew, who were taken prisoner contrary to international law. The captain replied that the seizure was a reprisal for illegal detention of a passenger and part of the cargo aboard the German- steamer Palos a few days ago, and added that the Soton did not obey his orders to stop.
