GOERING IN CHARGE.

SELF-SUFFICIENCY PLAN. (Received 0.30 a.m.) BERLIN, .October 23. General Goering now is in charge of Germany's,, four-year self-sufficiency plan. In the course of a speech at a conference with 25 leading industrialists he announced that the Government is spending £060,000,000 on the construction of the necessary factories and plant. Attention at first would be concentrated on the production of substitutes for textiles, rubber, and oil. General Goering's first decree announced a scheme to be divided as follows:—First, production of raw materials; second, distribution of raw materials; third, provision of labour; fourth, agricultural production; fifth, prices; sixth, foreign currency measures. General Goering will be assisted by a "brain trust," including Herr Lammers, chief of the Reich's Chancellery; Herr Keppler, former economic adviser to the Nazis, and directors of the six groups given above.
