FRANCE IN DEFENCE. Motives for Non-intervention In Spain. HOPES FOR LOCARNO. British Official Wireless. (Received 1 p.m.) RUGBY, September 27. The French Foreign Minister, M. Delbos, in the League of - Nations Assembly, referring to the policy of non-intervention in Spain, in reply to the speech of Senor del Vayo, who contended that it was assisting the rebels, said that France had not lightheartedly initiated that policy. The Government had weighed the dangers of rival intervention in the furnishing of arms, and the fatal conseqitcnces of inevitable incidents. Further, this initiative was approved by all countries, no matter what their regime, which were addressed by France. It was proof that all had the same conscience of peril, and also must have the same loyalty in observing engagements which they undertook. Referring to the proposed London conference of Locarno Powers, he said that the French Government was still ready to reach any agreement which would guarantee security of all interested countries, excluding any ulterior motive of dominion, or of encircling a nation, or of ostracism, and which would contribute to the peace of Europe. Consultation had now commenced, and he sincerely hoped it would be completed by the co-operation of all States which were now absent from their deliberations. He was glad to note that the necessity of regional ententes was increasingly recognised. CONVOKE CONFERENCE. FRANCE AND DISARMAMENT. (Received 1.30 p.m.) . GENEVA, September 27. The French Foreign Minister, M. Delbos, announced to the League Assembly that France wished the Bureau of the Disarmament Conference convoked and favoured the control, limitation and reduction of armaments, subject to all the nations agreeing. The first essential was a full disclosure of expenditure on offensive and defensive arms.
