Labour Peer on Britain's War Policy. ADDRESS IN CANADA. United Press Association.—Copyright. (Received 1.30 p.m.) ORILLIA (Ont.), August 5. "The integrity of the British Commonwealth of Nations must be maintained and trade routes must be kept open," declared Lord Snell, Labour leader in the House of Lords, in an address to the Canadian Institute of Economics and Politics. "Sufficient naval power," he went on, "must be maintained to enable Britain to import necessities. British foreign policy has two main motives: Firstly, there must be no war in which Britain is engaged unless any of her major interests are threatened by another Power; secondly, she must seek to avoid war by collective security by honouring her word when given. "If the Empire becomes a thing of the counting-house and ledger-book only, it will pass away."
