TAKAPUNA DRAINAGE.

RESOLUTION RESCINDED. RATEPAYERS AND A LOAN. After a discussion at last night's meeting of the Takapuna Borough' Council, a resolution which was passed in September, 1929, concerning drainage reticulation in the borough was rescinded by a margin of one vote.

The following notice of motion was moved by Mr. C. L. Clifton. "That the resolution of the council, dated September 25, 1929, 'that £40.000 of the sewerage loan No. 2 of £119,000 be retained for the reticulation of the western area of the Takapuna Borough,' be rescinded, "and that the resolution of the council dated October 10, 1929, in the words 'which is defined as the water slied line from St. Leonard's tunnel to Northcote Road' be added to the resolution."

Portion of the £119,000 had been raised, and it was intended to»present a report from a special committee on the possibility of carrying out further reticulation.

In proposing the motion, Mr. Clifton said the loan was raised on the whole borough and that £40,000 of it could not be reserved for one part of the borough. Reticulation was badly needed in the western area of the borough. This would be covered by £20,000. The main system now installed only needed minor reticulation to be fully utilised.

The Mayor, Mr. J. Guiniven, pointed out that previous councils had given careful consideration to the same matter. The council closed down on loans in 1931 because the ratepayers could not support them. Times were really no better now. He had spoken to many ratepayers, all of whom were against the raising of the loan.

r Mr. W. !M. White, deputy-Mayor and chairman of tlie works committee, said some people had already benefited from the loan which was raised. If reticulation was not carried out it would mean that other ratepayers in the borough would be unfairly treated. "Bad drainape is one of the things that is keeping this borough back," he added. "If this motion is passed it will mean the removal of the safeguard of the people in the western area. It seems most unfair to pass the motion without having told the ratepayers about it before the council was elected."

Mr. Clifton's motion was declared I carried by five votes to four. '
