ONE TREE HILL BOROUGH. FAVOURABLE REPORT. In a report on the proposal to establish a borough library which lie submitted to the One Tree Hill Borough Council last evening, the town clerk, Mr. A. Lcjese, said that he had every confidence in recommending the project for favourable consideration. Consideration of the report was defered to next meeting.

With a population only slightly in excess of 8000, it would not be possible, Mr. Leese stated, to provide suflicient funds for the establishment and maintenance of anything like a complete reference department, -but it was definitely within the means of the borough to operate a library to the standard of, say, the city's Epsom branch. No less than :ir>S of the city library's subscribers were resident in One Tree Hill, while a further number were members of the Newmarket municipal library.

'J'lie old lire station building in flreen Lane Road, near Oncat Soutii Koad, was. stated Lecse, conveniently situated and was the unciu-iiniliored pro|)erty of the eouncil. Alterations to the building, designed with a view to extension at a future date, if necessary, would cost, with furnishings and fittings, C2BOO, and books £87"). He suggested the raising of a loan of £3800 for a term of 19 years, with redemption of £200 each year. Allowing £2">o a year for books and other publications, the operating costs for the first year would be £953, while subscriptions, fees and fines should return £344, leaving a deficiency of .€110!). A rate of Id would return ,t!(>7o, which would give n surplus of £111, a sullieient margin for contingencies. With sound management, the cost of maintaining the litbrary would not, therefore, become a financial burden on the ratepayers.
