Russian crop reports since the beginning of July, states the Riga correspondent of "The Times," show that the Soviet's grain harvest will probably be much smaller than the rccent average. A drought in May was particularly serious, and recently hail and thunderstorms damaged grain fields in large areas. Much wheat and barley was lost as it was not reaped at the proper time. -
