Alterations Recommended By English Union. REDUCED VALUES OP GOALS. (Received 12 noon.) LONDON, June 26. The English Rugby Union has decided to recommend to the International Board alterations to the rules, including:— A dropped goal to count three points. A goal from a mark to count two points. A penalty try awarded for an infringement should be given between the posts. Simplification of scrummage %nd tackling laws is also recommended. It was agreed to invite, suggestions for amendment of the offside rule, with a view to restricting the scope of the wing-forward. The International Board will consider the recommendations in September, but no change in the laws will take effect before 1937.
