Remarking that since the reign of George V. it is apparent that there are other ways of leading a nation than making the laws, a writer in the "Bystander" recalls that over 150 years ago Sir Adam Fergusson provoked Dr. Samuel Johnson by remarking that "in the British Constitution it is surely of importance to keep up the spirit of the people so as to preserve a balance in the Crown." This roused the tough old Tory to bellowing rage. "Sir, I perceive you are a vile Whig. Why all this childish jealousy of the power of the Crown? The Crown has not power enough!" :
