DEMOCRATIC PLANS. Second New Deal to Counter Republican Policy. ROOSEVELT'S MORALITY TALK. United Press Association.—Copyright. WASHINGTON, June 15. Authoritative sources revealed yesterday that the Democrats are drafting a second New Deal designed to "go the Republicans' platform one better." The Democrats will pledge a Federal plan for public works, whereas the Republicans favour executing such undertakings according to individual merit. The Democrats' plan would permit of the immediate beginning of large-scale construction in the event of another depression or other emergency. The Democrat platform is also to call for long-range slum clearance and to endorse the Administration's farm, social security, stock market regulation, and other operating programmes. Slum financing is not discussed, bnt a new bond issue is being considered.
President Roosevelt addressed a plea for public support of the Administration's economic and social programme to a gathering of 30,000 people at the unveiling of a memorial to George Rogers Clark, the revolutionary hero, at Vincennes, Indiana.
The President's speech was his third major one in a tour extending from Texas to Washington, which will end to-day. The speech resembled more a sermon on morality than a political exposition. "Our modern civilisation," said Mr. Roosevelt, "must constantly protect itself against moral defectives, whose objectives are the same as, but whose methods are more subtle than, those of their prototypes of 150 years ago. We do not change from free government when we arm with new weapons against new devices of crime and cupidity." BIGGEST PAY-DAY. 3,000,000 Great War Veterans Receive Bonuses. WAVE OF BUYING EXPECTED. WASHINGTON, June 15. It was the biggest pay-day in the Government's history yesterday, when postmen were delivering "baby bonds" aggregating 1,050,000,000 dollars to 3,000,000 Great War veterans. Celebrations by veterans' associations all over the country mark the greatest event of its kind in the history of the United States. The police are ready for the swift prosecution of confidence men and other "get-rich-quick" tale-spinners. Armed National Guardsmen are mobilised for any emergency in the huge deliveries. A wave of buying and consequent benefit to trade is expected.
