LIMITATION TERMS. Japanese Must Be Party to Any Agreement. CONFERENCE WITH BRITAIN. United Press Association. —Copyright. (Received 12.30 p.m.) MOSCOW, May 24. Hadek, the well-known Soviet publicist, in an article in "Izvestia," explains that a naval agreement between Britain and Russia depends on Japan's willingness to conclude a similar treaty with Britain and noninclusion of the Soviet Far East Fleet in any agreement.
Russia is striving to agree with Japan on naval limitation, pending which she cannot limit the Far East Fleet or supply information regarding it owing to Japan's breach of the Washington Treaty and her withdrawal from the London Conference. He states that Russia must rebuild her fleet owing to the failure of the conference and tlie steady increase in the naval armaments of other Powers. The loss of nearly the entire Russian Navy in the Great War necessitated safeguarding the Soviet against the growing navies of States which openly proclaim a struggle against Russia.
