DELEGATES' MEETING.

REPLACEMENT OF' PLAYERS

Opening the annual meeting of the New Zealand Rugby Ldague 011 Saturday, Mr. Cyril Snedden (president) extended a welcome to delegates, and said it was the first time since 1929 that the conference had been attended by direct delegates from all the affiliated Leagues of the Dominion. The roll call of delegates was as follows: Messrs. G. Grey Campbell and R. Doble (Auckland), F. J. Johnston and E. Stallworthy (Northland), R. T. Hill and W. J. Taylor (South Auckland), C. C. Steven and N. A. Kyle (Taranaki), W. J. Holt and W. J. Liversidge (Hawke's Bay), L. G. Amos and W. J. Davidson (Canterbury), A. H. McKane and J. Redwood (West Coast). In a presidential address occupying over an hour, the chairman said the council, | like all other bodies, had had its difficulties, and had been, therefore, able to understand the troubles of its centres, but the general depression in recent years had not prevented the solid progress of the code. This was shown by the steady growth in Taranaki, Northland and Hawke's Bay, and the promise of further advance in Wellington. In ten years the council had wiped off its liabilities. Mr. Snedden referred to the success of last year's Australian team visit, as arranged by Mr. H. R. Miller with the Australian Board of Control, and went on to explain that the council always did its best to arrange tours to the best advantage of the game, subject to the period of each team's stay. He took strong exception to published criticism of the coming English team's tour, because the council had not been able to make final arrangements for matches, and had not released details, but he could say that there would be a match against the South Island at Christchurch. The council decided to convey its greetings to the English, Australian and French Rugby Leagues, and adjourned until the evening.

Non-replacement of Players. A remit for the enforcement of rule 1 of the Rugby League game, which provides that no players be replaced once ' the game is started, was put forward by Mr. E. Stallworthy (Northland). " ■ Mr. Grey Campbell (Auckland) said that leagues had enjoyed the replacement of players and a sudden departure from thirteen players a side would be serious from a spectator's point of view. Before any definite action was taken each affiliated league should be given the opportunity of discussing the matter. . Mr. W. J. Davidson (Canterbury) supported Mr. Campbell ami 6aid that it would be farcical from a spectator's point of view to witness games played with depleted teams. The game in England was purely professional. New Zealand should not be enforced to play under a rule foreign to local conditions. The remit was carried by eight votes to seven. Mr. Snedden said that any league could make application for a d pensation from the strict interpretation of the rule. A Country Complaint. A remit from South Auckland dealing with the " poaching" of players by Auckland clubs, and asking for a loan of £20, was ruled out of order.' Mr. Snedden said that it was a question of alteration of the transfer rules and must be dealt with by a notice of motion. A remit from Hawke's Bay asking that each affiliated league be forwarded a copy of all minutes of the New Zealand Rugby League meetings was defeated. At the request of the West Coast League it was decided to approach the New Zealand Broadcasting Board to have broadcasts of all important matches from YA stations. Mr. A. li. McKane (West Coast) said that followers of .the code outside Auckland should be given the opportunity of listening to the Test matches against England. Mr. W. O. Carlaw said that he did not favodr the broadcasting of games, but would suggest that the Broadcasting Board pay a fee for the privilege enjoyed bv other sporting bodies. A remit from West Coast that the South Island team should comprise fifteen players and a manager met with strong opposition, but was eventually carried. McElwee (West Coast). A. Bench (Canterbury).
