SYDNEY, April 30. A further development in the agitation against capital punishment is a letter to the Minister of Justice, Mr. L. 0. Martin, from Mr. Vincent Cahill, of Dubbo, who is a nephew of the late Mr. Montague Henwood, the Conciliation Commissioner, murdered in a train by the youth Edwin Hickev. Mr. Cahill initiated a fund in Dubbo for Hickey's defence. His letter suggests that while Hickev had a likeable personality he was quite irresponsible. Although the writer was related to the murdered man he had been impelled on Hickey's behalf to reveal his knowledge of the condemned youth in a way that might react in Hickey's favour. Hickey was a member of the Dubbo scout troop of which Mr. Cahill is scoutmaster. '
