HALF-MAST TO-DAY.

FLYING OF FLAGS IN CITY. NAVAL AND CIVILIAN. Flags on all sliips in the Royal Navy, iu the merchant marine and on all buildings are flying at half-mast again today. Naval etiquette is followed on such occasions by all ships, while the instructions received by the chief postmaster for Government buildings are copied for other buildings. After the reading of the proclamation yesterday on board H.M.S. Dunedin and at the Naval Base, the White E*sign -was hoisted "close up," and remained their until sunset, when it was lowered. This morning it was hoisted to half-mast, where' it will remain on each day until Tuesday, the day of the funertil. formally, the hoisting of the flag in the morning is done to the accompaniment of a guard, bugles and in the case of the flagship by a hand. In the time of mourning, however, only the guard will parade. On Wednesday morning flags will be hoisted in the normal way to the truck with the usual ceremony.
