Britain, - France and Russia Planned Great War. LATEST OFFICIAL HANDBOOK. (Received 11 a.m.) BERLIN, December 18. A handbook for German soldiers, which is recommended to new recruits, accuses Britain, France and Russia of planning the Great War against Germany. They manoeuvred Germany into the necessity of marching through Belgium which wrongly refused passage, although Germany was willing to pay for any damage. Britain declared war on Germany ou the pretence of defending Belgian neutrality though she herself violated it.
