PREFERENTIAL VOTING. An address on electoral reform was given by Mr. J. Rea in the Regent Theatre, Papa _ last night. He gave the origin and meaning of tlie term 'country quota," what was meant by preferential voting, and an outline of the woring kof proportional representation. He stressed tlie vital importance of majority candidates being returned to Parliament in a country which claimed to be a democracy. The only effective time ta press home these facte, he said, was prior to an election, and not after it. Candidates should be asked to pledgp themselves to support a measuie having for its object the placing on the Statute Book of a preferential Voting Act.
