COMMITTEES SET UP. Application of Measures Against Italy. READY AT END OF WEEK? British Official Wireless. (Received 1.30. p.m.) RUGBY, October 14. The machinery of the League of Nations for preparation of collective measures against Italy is now in full operation. It is working through committees and sub-committees. - All assenting members of the Assembly are members of the main Co-ordinating Committee, which will meet in plenary session this afternoon, having 'before it a resolution dealing with the arms embargo. The committee, through which" the recommendations will reach the Coordinating Committee, now comprises representatives of 18 States, and is called the Committee of Eighteen. The question as to how far unfavourable effects on League members of the action taken in connection with measures of economic pressure could be compensated by a rearrangement of markets among such members, or possibly by financial assistance, was referred to a special sub-committee for examination. The Committee of Eighteen decided, according to Press messages from Geneva, to proceed immediately with the study of all measures applicable to an embargo on raw ~ materials and products essential for pursuance of hostilities by Italy, as well as for an immediate cessation of Italian exports to members of the League. A subcommittee was set up for this purpose. The committee also decided to examine in what conditions the principle ofmutual aid envisaged in paragraph 3 of Article XVI. of the Covenant could be applied to economic matters, and a subcommittee was set up. The latter will have to complete its work with the greatest possible speed, and as soon as cither sub-committee arrives at any definite conclusion on any point, it is to be submitted at once to the Committee of Eighteen. In London, progress at Geneva is regarded as most satisfactory in view of the difficulty of concerting measures which require the unanimous support, or as nearly unanimous as can be, of over 53 members. If the present progress is maintained, it is thought probable that the task of the Co-ordinating Committee may be completed by the end of the week.
