Preparations for collective measures against Italy under Article XVI. of the League Covenant are steadily proceeding at Geneva. In a broadcast speech Mr. Anthony Eden recapitulated the progress made since the machinery for the application of sanctions against Italy had been set up. So far, he said, there had been no dallying.
