SOUTH AFRICA DECIDED. (Received 11 a.m.) PRETORIA, October 13. General Smuts, speaking at_Ottosdals, £<iid that South Africa would carry out sanctions. He added that the question of stopping the Italian meat contracts was not ncccßsarily involved.
